An Important Notice From C/BASE, Inc.
1. Our Commitment to Privacy
Your privacy is very important to us. This Privacy Policy ("Policy") describes the collection by C/Base, Inc. ("C/Base" or "we") of nonpublic personal information about its ecount customers ("ecount Customers" or "you"), and the users of its website located at www.myecount.com (the "ecount Site"). The Policy also discusses the measures C/Base employs to protect the confidentiality and security of nonpublic personal information and the circumstances under which we may share such information about you. This Policy applies only to ecount Customers and users of the Site and does not cover all customers, services or websites of C/Base.
2. The Information We Collect
We collect nonpublic personal information about you from various sources. This information includes information collected from you directly, from the person or entity that has sent you the ecount card, or from merchants or financial institutions that accept the ecount card or process ecount transactions.
Creation/Funding of an ecount. When you create, add money to or remove money from an ecount, we collect the following information:
Your Name
Your Address
Your Phone Number
Your E-mail Address
Your Credit/Debit Card Number, Expiration Date, and Security Code
The amount and date of the transaction and your ecount balance
We may also give you the option of using your bank account to add money or remove money from an ecount. If you choose one of these options, we will collect the bank name, routing information and your bank account number.
Transactions using your ecount. When you use your ecount to make purchases at merchants that accept MasterCard as a method of payment or to transfer funds to another party, we collect the following information:

3. The Way We Use Information
Creation/Funding/Use of an ecount. We use the nonpublic personal information provided to us in order to create, deliver, add money to and transfer money from your ecount. We also use your nonpublic personal information in order to process transactions you request, such as when you use your ecount to purchase items from merchants.
Transaction Information. We use the information that we collect from merchants about your ecount transactions to present the transaction history to you and for customer service purposes. We may also use the transaction information we collect from you and from merchants to help us trace fraudulent activity.
Site Usage. We may collect and use information about Site usage to help us provide a higher level of service or to diagnose technical issues, but we will not share any of that information in a way that discloses personal information.
4. Our Use of "Cookie" Files and IP Addresses
We may use "cookie" files to enhance the use of our Site for ecount Customers and Site users. A "cookie" is a small text file placed on a computer's hard drive by our Web page server in order to recognize that someone has visited our Site before, and to apply the configuration preferences that he or she has chosen. Other than the information provided by the Site visitor, cookie files do not contain information that can be used to identify an individual visitor. Outside parties are not given access to our cookie files. By modifying Web browser settings, a Site visitor can determine if and how a cookie will be accepted. We do not require anyone to accept cookies in order to use our Site.
We collect IP addresses (a computer's Internet address) from ecount Customers and Site users. We use these IP addresses to help diagnose problems with our server and to administer the Site.
5. Our E-Mail Policy
Once your ecount is created, we may use your e-mail address to contact you regarding your ecount or for other customer service purposes. We also use your e-mail address to answer your e-mail and customer service requests we receive. In order to provide consistent high-quality customer service, we may store any correspondence with you in a file specific to you.
We may also use your email address to provide you with updates via e-mail regarding C/Base's new products and services, service enhancements or special offers and promotions that we may run from time to time. See the section of this Policy entitled "It's Your Choice: Our Opt-Out Policy."
6. The Information We Share
We do not share your nonpublic personal information with outside parties without your consent, except as stated below:
Service Providers. As permitted by law, we share all categories of your nonpublic personal information with outside parties as necessary (i) to service or process a transaction that you request or authorize (e.g. customer service centers), (ii) to receive or transmit funds to or from your ecount (e.g. data processors), and (iii) to verify a funding source for your ecount (e.g. credit card processors). Such outside parties are required by contract to use your information for these limited purposes only.
Co-Branded Arrangements. We will share your nonpublic personal information, including name, address, and e-mail address, with the person or entity that sent you your ecount card and/or introduced you to ecount ("Co-Brand Companies"), for fraud prevention purposes, to ensure proper program management, or to properly track and report payments for legal or regulatory compliance (each a "Permissible Purpose"). We will only share your nonpublic personal information with Co-Brand Companies for other than Permissible Purposes with your consent. See the section of this Policy entitled "It's Your Choice: Our Opt-Out Policy." Co-Brand Companies are required by contract to use your information for limited purposes only. If you choose to opt-out, we may share your opt-out preference with Co-Brand Companies.
Law Enforcement; Disclosure Required By Law. We will provide nonpublic personal information to law enforcement agencies or other appropriate entities in the event of or if we suspect fraud or misuse of an ecount or if we are otherwise required by law or court order. In addition, if we receive a subpoena or other legal process demanding release of information about your ecount, we will comply with such legal process. If permitted by law, we will use reasonable efforts to contact you in advance of the release of information to notify you of the demand in any civil proceeding.
Affiliates. Except as otherwise set forth herein regarding general sharing of information, we do not share your nonpublic personal information with any of our affiliates (i.e, entities with whom we are related).
7. It's Your Choice: Our Opt-Out Policy
Ecount will provide you with the opportunity to prohibit ("opt out") to our sharing of your nonpublic personal information for marketing purposes with the specific Co-Brand Company that sent you your ecount card or introduced you to ecount. (This Co-Brand Company may be an on-line portal, financial institution, affinity group or other company). You may opt-out at any time by (i) contacting customer service at 866-ECOUNT-9 (866-326-8689), (ii) by sending an email to privacy@ecount.com, (iii) by returning the Opt-Out Request Form which was provided to you with the ecount Card to ecount at the address set-forth in the "How to Contact Us" Section of this Privacy Policy, or (iv) at the "My Profile" Section of the ecount Site. Also, you will have the opportunity to opt-out during the registration process on the ecount Site. If you do not choose to opt-out, we will share your name, address, e-mail address and ecount transaction history (name of merchant, transaction date, amount of purchases) with that Co-Brand Company while you are a current ecount Customer. (We do not share nonpublic personal information about our former ecount Customers with Co-Brand Companies). The Co-Brand Company may use your information to provide you with information regarding features, products, and services that may be of interest to you. The Co-Brand Company is restricted by contract from using your information (i) for purposes other than its own internal marketing and (ii) from sharing your information with any nonaffiliated party.
You will also have the opportunity to prohibit ("opt out") of receiving updates on ecount’s new products and services, service enhancements or special offers and promotions that we may run from time to time. You may opt-out at any time by (i) contacting customer service at 866-ECOUNT-9 (866-326-8689), (ii) by sending an email to privacy@ecount.com, (iii) by returning the Opt-Out Request Form which was provided to you with the ecount Card to ecount at the address set-forth in the "How to Contact Us" Section of this Privacy Policy, or (iv) at the "My Profile" Section of the ecount Site. Also, you will have the opportunity to opt-out during the registration process on the ecount Site.
8. Our Commitment to Information Confidentiality and Security
Safeguarding the confidentiality and security of your nonpublic personal information is taken very seriously at our Site. The Site has security measures in place that are designed to protect against unauthorized access to and loss, misuse, and alteration of information under our control. In addition, C/Base restricts access to your nonpublic personal information to persons that need that information in order to respond to your requests, correct technical problems and provide services related to your ecount.
9. How You Can Access or Correct Your Information
You can access and update all of your nonpublic personal information that we collect online and maintain in our records. To access this information, go to the ecount site ,site, and then go to the "My Profile" section or you can correct factual errors in your nonpublic personal information by sending us a request that credibly shows what the errors are. To protect your privacy and security, we will take reasonable steps to verify your identity before granting access or making corrections.
10. Our Commitment to Children's Privacy
Protecting the privacy of the very young is especially important. For that reason, we never knowingly collect or maintain information at our Site from children under 13, and no part of our Site is structured to attract anyone under 13. Due to the nature of the Internet, we cannot guarantee that all of our customers are 13 or older, but our Terms of Use Agreement asks ecount Customers to confirm that they are of legal age. In addition, the use of credit cards, bank accounts and/or salary or other work-related payments as funding mechanisms for ecount accounts provides an additional layer of age protection.
11. Effective Date
This Policy is effective 7/1/03 and replaces any prior policy we may have posted on our Site or delivered to you. We reserve the right to change or make additions to this Policy at any time. We will inform you of such changes or additions as may be required by law.

The Security of Your Information
Your information is safe with us. Ecount takes a variety of measures to protect all your personal information. These measures include:
128-bit SSL encryption - Ecount uses VeriSign's Global Site Certificate technology to encrypt your confidential information in transit from your computer to our computers over the Internet, using the Secure Sockets Layer protocol (SSL) with an encryption key length of 128-bits (the highest level commercially available). Even if your browser doesn't already support this level of encryption, VeriSign's Global Site Certificate steps-up most version 4.0 and higher browsers to 128-bit encryption while connected to our site.
Firewalls - Our firewalls ensure that no one can use the open nature of the Internet to access our Web site or data in an unanticipated manner. The firewalls coupled with the encryption of your information make it virtually impossible for an outside entity to access sensitive data.
The Privacy of your Personal Information
Providing us with your personal information is an act of trust. Please help us safeguard your information by reserving your Account Number and Security Code only for your use, and ATMs use, or merchant's use. In addition, safeguard your information by keeping your Password (if applicable) and PIN (if applicable) strictly confidential. Please know that if your account has an associated Password or PIN, we will never ask you for your Password or PIN, and you should assume that any communication you receive which claims to be from us and asks for your password is a fraud attempt. Please report any such attempts, or any breach of the confidentiality of your Account Number, Security Code, PIN or Password, immediately to abuse@ecount.com.

Ecount is optimized for Microsoft Internet Explorer version 4.0 Service Pack 2 or higher and Netscape Communicator version 4.0 or higher. Due to our use of VeriSign's Global Site Certificate technology, which automatically steps-up most version 4.0 and higher browsers to 128-bit encryption, you can still use a 40-bit browser on our site and be secured with 128-bit SSL.
